About Our Program
The Marine Policy Program examines the economic, legal, political, and social aspects of the world ocean, the seabed, and the coastal zone. Students and faculty in the program analyze public issues regarding the law of the sea, ports and shipping, marine minerals, ocean and coastal zone management, fisheries, naval affairs, marine biotechnology, and the global environment, frequently making recommendations for policy at the regional, national, and international level.
The master of marine policy, a two-year professional degree created at the University of Delaware, prepares students for careers in research, management, and administration in marine-oriented government agencies, private associations, and business firms. For a few highly qualified students who already hold an advanced degree in marine policy or a related subject and who generally have some experience in policy research or management, the Ph.D. in marine (policy) studies is available.
The Mangone Center
The Gerard J. Mangone Center for Marine Policy established in 1973 and named after its founder in 2003, was the first research center in the United States to study the legal, political, and economic issues facing the ocean, seabed, and coastal zone, and remains a leading force in the marine policy community to this day. In addition to offering students significant opportunities to pursue research and practical experience, the center conducts a broad range of studies, hosts visiting scholars, organizes conferences and publications, and provides policy advice to foreign and domestic agencies.

The World is Our Classroom
All marine policy students are exposed to the real world of policy formulation and implementation through discussions with knowledgeable practitioners from around the world that take place in our weekly seminars or through internship opportunities at agencies such as the Port of Wilmington, National Oceanic and Atmospheric Administration (NOAA), National Academy of Sciences, and others. By the time they graduate, marine policy students will not only have been educated in policy research and management, but will also be conversant with the physical and biological attributes of the marine environment.
The success of our interdisciplinary approach is illustrated by the placement of alumni in such organizations as NOAA, the Maritime Administration, the National Academy of Sciences, the Delaware Department of Natural Resources and Environmental Control, the Marine Policy Center of Woods Hole Oceanographic Institution, Times Mirror Magazines, and the Cousteau Society.
Opportunities For Current Practitioners
CMES also offers a non-thesis Master of Marine Management. This degree is designed for individuals now active or employed in management or policy positions relevant to marine environments, although other exceptional applicants will also be considered.
